Hong Kong Metropolitan University (HKMU) (formerly known as “The Open University of Hong Kong”) has participated in the Joint University Programmes Admissions System (JUPAS) since 2007. JUPAS is a scheme and the main route of application designed to assist local students with Hong Kong Diploma of Secondary Education (HKDSE) Examination results (past and / or current) to apply for admission to
1. Self-financing Programmes offered by HKMU;
2. Study Subsidy Scheme for Designated Professionals/Sectors (SSSDP) Programmes; and
3. University Grants Committee (UGC)-funded Programmes.

* Unless otherwise stated in the Programme-specific subject requirements, HKDSE Category B subjects (Applied Learning) with attainment at “Attained” or above; or Category C subjects (Other Languages) at specified levels can be considered elective subjects. Mathematics Extended Part (i.e. Module 1 (Calculus and Statistics) / Module 2 (Algebra and Calculus)) can also be counted as an elective subject. If applicants have taken both Module 1 and Module 2, only the module with the best result will be taken into consideration for the calculation of the JUPAS admission score.The University accepts combined results of HKDSE Examinations. The best results will be considered for meeting the entrance requirements and for the calculation of admission scores under JUPAS.

The elective subject should be from Category A, preferably be :
Science subject (i.e. Biology, Chemistry, Physics, Combined Science, Integrated Science) or Health Management and Social Care.

Waiver of the HKDSE Chinese Language requirement will NOT be granted.
Non-Chinese-speaking (NCS) applicants, who have met the specified circumstances as announced by the Education Bureau (EDB), can use the following alternative qualifications to replace HKDSE ChineseLanguage Level 3 to meet the entrance requirements for Chinese Language.
However, this programme requires a higher level of Chinese Language proficiency.
HKDSE Category B (Applied Learning Chinese): Attained with Distinction
GCE (A-Level / AS-Level / O-Level) Chinese: Grade A or above
GCSE / IGCSE Chinese: Grade A or above / Grade 7 or above

The composite tuition/programme fees listed above include laboratory/practicum/immersion course fees, etc., if applicable.
Non-local students will be charged at a higher rate.
There will be an annual adjustment of tuition fees which will be capped at the actual Composite Consumer Price Index (CCPI) to be announced by the Government. The estimated composite tuition/programme fees for the whole programme do not take the CCPI for the second to fourth (or fifth) year, i.e. 2024/25 to 2026/27 (or 2027/28) academic year, into account.
Students, who have fulfilled the stipulated requirements set by the Education Bureau (EDB), are eligible for the above subsidy provided by the Government. For details of the scheme and eligibility, please visit the respective website:

The NMTSS subsidy amount for the 2022/23 academic year (AY) is HK$33,200. The amount for the 2023/24 cohort will be subject to review with reference to the CCPI in Hong Kong.
A student’s eligibility for the above subsidy and the annual subsidy amount allocated in an academic year is subject to EDB’s final approval.
Only local students are eligible for the above subsidies.
